Raki Phillips leads Accor’s Premium, Midscale & Economy portfolio across the Middle East, Africa and Türkiye, overseeing more than 250 hotels across 27 countries and a robust pipeline of over 85 openings. He leads a diversified brand portfolio including Swissôtel, Pullman, Mövenpick, Novotel, Mercure and ibis, and works closely with owners and partners to drive performance, accelerate growth, and strengthen long-term brand equity and guest loyalty across one of Accor’s most strategic high-growth regions.


With over 20 years of global experience, Phillips is recognised as a leading tourism and hospitality executive, combining commercial agility with strong alignment to national development priorities.


Prior to joining Accor, he served as Chief Executive Officer of the Ras Al Khaimah Tourism Development Authority, where he led the Emirate’s transformation into one of the region’s fastest-growing tourism destinations. Under his leadership, Ras Al Khaimah tripled tourism revenues, expanded international airlift, and secured the Emirate’s largest-ever Foreign Direct Investment: the USD 5.1 billion Wynn Resorts integrated resort development on Al Marjan Island.


Earlier roles include senior leadership positions at International Hospitality Consulting Group (INHOCO) and Fairmont Raffles Hotels International, contributing to regional expansion across the Middle East and India, including the successful ramp-up of the Fairmont, Raffles and Swissôtel Makkah Complex. His career also includes senior roles with The Ritz-Carlton Hotel Company and Universal Studios Orlando.


An American national fluent in Arabic, Phillips has lived and worked in the Middle East since 2005, bringing deep regional insight and global perspective to every role. He holds a BSc in Business Administration from the University of Central Florida and an MA in Organizational Management from the University of Phoenix in Orlando.
